Massachusetts Registry of Motor Vehicles (RMV) Implementing Further Extensions to Expiring Licenses, Permits, Motor Vehicle Inspection Stickers, and Passenger Plate Registrations

The Massachusetts Registry of Motor Vehicles (RMV) announced on 04/15/2020, it will be implementing further extensions to the renewal timelines for expiring motor vehicle inspection stickers, passenger plate registrations, professional credentials, and licenses and permits, including Commercial Driver’s Licenses and Commercial Driver’s License Permits (CDLs / CLPs).

While the RMV has previously announced 60-day extensions for most credentials, passenger plate registrations and inspection stickers expired or expiring in March and April, today’s action will apply the same 60-day extension to those expiring in May. Those with March 2020 expiration’s impacted by the first 60-day extension, will have an additional 60-day extension applied.

These additional extensions under Governor Charlie Baker’s declaration of a State of Emergency the week of March 9th, replicate the ongoing measures the RMV is taking to reduce the need for customers to physically visit an RMV Service Center or one of its business partners’ facilities, allowing for ‘social-distancing’ by decreasing non-essential travel and customer volume.

The new changes to expiration extensions are now in effect as follows:

  • All non-commercial driver’s licenses, ID cards, and Learner’s Permits that expire in May 2020, will now expire in July 2020 and do not need to be renewed at this time. This extension will also apply to those whose expired March 2020 credential was already extended by 60 days. The specific expiration date typically coincides with an individual’s birth date. Customers holding a license marked “Limited-Term” that has expired or will expire between March 1 and May 31, 2020 should visit Mass.gov/RMV for more information and to check the validity of their credential.

  • All Commercial Driver’s Licenses (CDL) and Commercial Driver’s License Permits (CLP) that expire in May 2020, will now expire in July 2020 and do not need to be renewed at this time. This extension will also apply to those whose expired March 2020 credential was already extended by 60 days. The specific expiration date typically coincides with an individual’s birth date. The RMV also recently introduced an online renewal option for CDL holders if they are self-certified in the Non-Excepted Interstate (NI) category for medical certification.

  • In accordance with updated guidance from the Federal Motor Carrier Safety Administration (FMCSA), all CDL Medical Certificates expiring between March 1 and April 30, 2020, will also now not expire until June 30, 2020 and do not need to be renewed at this time. Extensions to CDL Medical Certificates are intended to prevent license downgrades and elective medical visits, as well as alleviate demand on medical providers, during the State of Emergency.

  • The annual motor vehicle safety and emissions inspection stickers that expire on May 31, 2020 will now expire on July 31, 2020. This extension will also apply to those whose expired March 2020 inspection sticker was already extended by 60 days. Annual motor vehicle inspection stickers typically expire on the last date of the month. While automotive repair and maintenance facilities continue to remain open as “essential services” and inspection stations may operate at their discretion, these annual inspections do not need to occur at this time.  

  • All passenger plate registrations that will expire in May 2020, will now expire in July 2020. This extension will also apply to those whose expired March 2020 passenger plate registration was already extended by 60 days. Registration renewals can continue to be performed online at Mass.Gov/RMV during this time. Customers seeking to do so in-person will not be able to make an appointment and should delay their visit to a Service Center at this time.

  • Professional credentials for School Bus Certificates, School Pupil Transport Licenses (7D), Inspector Licenses, Inspection Station Licenses, Driving Instructor Licenses and Driving School Licenses that expire in May 2020, will also now be extended for 90 days after the State of Emergency is lifted and do not need to be renewed at this time.

What New Graduates Need To Know About Insurance?

Securing the proper insurance coverage may be the last thing on a recent graduate’s mind, but it shouldn’t be. As many grads face the prospect of student loans and a tough job market, purchasing anything beyond health insurance may not be a personal or financial priority.

However, failing to purchase certain types of insurance – or opting for extraneous coverage – can be much costlier for young adults over time. Here are several types of insurance with which recent graduates should become familiar.

Auto insurance

Young adults who are no longer covered under their parent’s auto insurance plan must purchase their own coverage if they have their own car.

If you have a car or plan to purchase one, shop for affordable auto insurance rates and ask for discounts.

Some auto insurance companies give discounts for safe driving records, belonging to certain professional associations and organizations, driving only a certain number of miles per year, and bundling multiple insurance policies with the same company. Talk to your insurance agent to find out which discounts you qualify for.

If you’re driving an older car, it’s important to make sure you’re not overpaying for insurance. If your car is worth less than $1,000 – or less than 10 times the insurance premium – and you can afford to replace your vehicle if it’s totaled, collision coverage may no longer be cost effective.

Disability insurance

Disability insurance can seem like an unnecessary expense to many recent grads, especially if they’re young, healthy and living paycheck to paycheck like many young adults.

However, financial instability is precisely why millennial’s should find a way to secure some form of disability income protection. The Council for Disability Awareness reports that one in three women and one in four men will have a disability that keeps them out of work for 90+ days at some point during their working lifetime.

How much will disability insurance actually cost you? The annual premium amounts to approximately 1 to 3 percent of your yearly income. The cost depends on the policy’s features, advantages and type of benefits.

Long-term disability insurance can be acquired through a private insurance company or run through a company-sponsored plan, and these policies typically pay between 50 to 66 2/3 percent of your pre-disability earnings

Renter’s insurance

Renting is on the rise – research shows that the growth of the renter population has outpaced the growth of the homeowner population in most large U.S. cities.

The average renter owns approximately $20,000 worth of personal belongings. Many of these items can be difficult to replace without insurance, yet only 37 percent of renters in the United States actually have renter’s insurance.

Nearly 60 percent of 18 to 29-year-old’s are renters, but many young adults skip this insurance coverage because they think it’s too expensive or don’t think they really need it.

Renter’s insurance premiums average between $15 and $30 per month, depending on the policy details. For just $120 to $150 a year, recent grads can get $200,000 worth of personal property coverage.

Renter’s insurance pays to replace your belongings if they are stolen, damaged or destroyed. If you think your landlord’s insurance will cover your belongings, think again – it only covers the building, not the contents

If you’re moving back home with mom and dad after college, their homeowner’s insurance policy should provide sufficient coverage.

How To Spring Clean Your Insurance Policies

As you make your way through your spring-cleaning checklist, don’t forget to dig out your insurance policies and look them over. Here are some of the reviewable elements of your home, life and auto insurance policies.

Homeowners Insurance

1. Make sure you have sufficient coverage

Experts say the top insurance mistake is being under-insured, which happens when you fail to update your coverage as your property, lifestyle or needs change.

Take the time to assess those changes and determine where you need to adjust your insurance coverage. For example, if you like to entertain at home, consider increasing your liability coverage and purchasing a separate umbrella policy.

Umbrella liability policies typically offer a minimum of $1 million of additional liability protection and cost just a few hundred dollars a year.

2. Make sure you have enough personal property insurance

Most people do not take the time to inventory their personal possessions, and often do not have enough personal property insurance as a result. Homeowners should be careful not to overlook their belongings as a way to keep insurance costs down.

It is very likely that you have added new belongings to your home over the last year. If so, now is the time to inventory those belongings and ensure you have the right type of coverage for the actual value of your property.

Most consumers automatically accept the amount of contents coverage named in their policy. Instead, read the policies carefully to make sure there are no gaps in coverage, and check the dollar limits and excluded causes for personal property.

It is in your best interest to raise the dollar limit if necessary, as it will help you better replace or recover the value of your possessions if disaster strikes.

Life Insurance

If you have a life insurance policy, you should make sure to review its principal points at least once a year, including beneficiary, benefit amount, term, loans and cash value.

1. Update your beneficiaries

Many of us forget to update our policies when circumstances change. Life events such as marriage, getting divorced or having children should prompt you to update your beneficiaries. The beneficiary designations on your life insurance policy will trump any other documents you’ve created outlining your beneficiaries, so ensure that they match!

Beneficiaries and other policy details should be reviewed at least every three years and after any major life events.

2. Review the term of your policy

If you have term life insurance, it’s important to know when the term ends. An annual review will prevent a term policy expiration from sneaking up on you. If you are caught unaware, you may face a major premium hike.

Some term policies may be convertible to permanent insurance on their anniversary, which others may be convertible at the end of their term.

3. Assess the amount of your policy

Make sure the amount of your life insurance policy is still appropriate for its intentions and for your financial situation.

Take time to evaluate what you intend for the benefits to cover. Are you hoping to fund your burial expenses, or provide college tuition for your children? Does your policy provide sufficient coverage for these needs? If not, it may be time to look into additional coverage.

If your personal wealth has increased significantly in the last year, you may consider more life insurance in order to protect your family from estate taxes.

Auto Insurance

1. Reassess your comprehensive/collision coverage

If you have collision and comprehensive coverage, take time to make sure the limits are adequate, or whether you still need it. If you don’t have the coverage, consider whether it’s time to add it.

If you’re driving an older car worth less than $1,000 – or less than 10 times the insurance premium – having comprehensive or collision coverage may no longer make sense. Dropping either the comprehensive or collision coverage may reduce your premium.

2. Ask about any new discounts.

Ask about any discounts that you may qualify for, such as:

  • Multi-vehicle discount

  • Good student discount

  • Safe driver discount

  • Loyalty discount

  • Resident student discount

If you don’t drive very often, providing your insurance agent with your low mileage estimate could save you money. You may also receive discount if you belong to professional associations and organizations.

Hurricane Season

According to Travelers, hurricane and tropical storm season in New England has begun. You may be wondering how your home insurance policy protects you from wind, hail, fallen trees, extreme rain, flooding and other unexpected extreme weather conditions. You may be asking yourself, “Do I even have a wind deductible and if so, when does it apply?”.

How to prepare and react after a storm has passed are the fundamentals to helping protect your property and keep you and your loved ones safe and secure in your home.

First and foremost you evacuate if you are directed to do so. However, if you remain in your home, here are some tips to help you and your family stay safe:

  • Listen for important updates from NOAA

  • Stay indoors and far away from any windows, skylights and glass doors. Go to a safe area, such as and interior room or basement

  • If power is lost, keep your refrigerator closed to trap any cold air to keep from spoiling food

  • If you have a generator for emergencies such as these, make sure you do not operate it indoors due to the carbon monoxide it releases which can be very hazardous for your health

What to do after?

Once you’ve been cleared by authorities that the storm has passed, you can begin to assess if there is any damage to your property.

  • Avoid downed powerlines. Never touch a wire that has been exposed

  • Be wary of any gas lines that may have been damaged or broken by the storm. If there is a gas leak  do not enter the property until you have a company come out and assesses the situation

  • Be cautious of hazards that are a product of the storm, such as water due to flooding, sharp or broken objects, damaged tree limbs or other structures that may have been damaged by high winds and/ or water

  • Keep an accurate record of your repairs until a claim professional has reviewed the damage. Keep accurate records of your expenses incurred

  • If you think your home might be unsafe due to the storm damage, please contact your insurance company to discuss finding temporary housing accommodations

We are continuing to monitor the weather forecasts and are putting plans in place to address any potential outages the weather may bring.  The forecast continues to evolve, but obviously the greatest concern right now is with the chance of heavy wet snow that can bring down branches and cause damage to the electrical system; as well as the chance for icy conditions late on Sunday.

We urge customers to watch out for their own wellbeing and the safety of utility crews working during the storm. Here are some tips to help keep everyone safe:

 

• Never touch downed power lines, and always assume that any fallen lines are live electric wires. If you see one, report it immediately to National Grid or your local emergency response organization. 

• Power problems can sometimes interrupt public water supply systems or disable well pumps, so it’s an especially good idea to keep a supply of bottled drinking water handy, as well as some canned food. 

• People who depend on electric-powered life support equipment, such as a respirator, should let National Grid know. To register as a life support customer, call the company’s Customer Service Center at 1-800-322-3223. 

• Check on elderly family members, neighbors and others who may need assistance during an outage period. 

• Report power outages at nationalgridus.com/OutageCentral or call: 1-800-465-1212


Electric safety

• If you use a generator to supply power during an outage, be sure to operate it outdoors. Before operating generators, disconnect from National Grid’s system by shutting off the main breaker located in the electric service panel.  Failure to do this could jeopardize the safety of line crews and the public. 

• If you lose power, turn off any appliances that were on when the power went off, but leave one light on so you will know when power is restored. 

• Reminder: It’s not safe to work in an elevated bucket during periods of increased wind gusts.  Our line workers begin restoration work only when conditions are deemed safe.

Gas safety

• Natural gas customers should closely inspect areas around and over gas meters, service hook-ups and vents for ice and snow that could damage equipment or prevent CO from properly venting. 

• If  you suspect a natural gas leak: 

Get Out - All occupants should leave the house immediately.  Do not use the telephone or light switches for any reason. 

Call Us – After leaving the house and reaching a safe environment, call the National Grid 24-hour gas emergency numbers: 

o New England:1-800-640-1595

Stay Out - Do not return to your home until National Grid tells you it is safe. 

Carbon Monoxide

• The symptoms of carbon monoxide poisoning are similar to those of the flu.  Depending upon the amount of carbon monoxide in the air and length of exposure, symptoms may include headaches, weakness, confusion, chest tightness, skin redness, dizziness, nausea, sleepiness, fluttering of the heart or loss of muscle control. 

• If you suspect carbon monoxide is present in your home, go outside immediately and breathe deeply; then call 911. If symptoms are severe, get medical attention right away.

Winter Is Upon Us!

Days are getting longer and nights are getting colder… Before you get ready to sit down by the fire and enjoy a nice cup of hot chocolate, make sure the following are in order!

Here a few Safety and Winter Maintenance Tips

Heating System

As winter progresses make sure you check your heating system to prevent any unwanted outcomes from occurring

  • Check your furnace or boiler and serviced by a licensed contractor at least once a year

  • Clean or replace the furnace filter on forced hot air systems

  • Have your chimney checked and serviced by a licensed contractor

  • Fill your fuel tanks and keep an eye on them throughout the winter

  • Set your heat no lower than 55 degrees to prevent the water in your pipes from freezing

  • Maintain your wood burning or pellet stoves according to the manufacturer’s instructions

Insulation

  • Remove screens from windows and install storm windows – if necessary

  • Add extra insulation in the attic to help guard against ice dams -  if too much heat escapes into the attic it can cause the snow to freeze and cause an ice dam which can lead to water damage inside your home or possibly even your roof to collapse

  • Weather stripping around your doors and caulk any windows to protect against draft and heat loss

Utilities

This time of year can be the most damaging time. Freezing temperatures can be very problematic especially to your home’s water piping. Make sure your pipes are adequately prepared to withstand what this winter will bring.

  • Check for water leaks – if so have them fixed immediately – wrap water piping in UL –Listed heat tape and insulate if it is exposed in unheated areas, for example, garages, crawl spaces or attics. If water piping is plastic use thermostatically controlled heat tape and following the manufacturer’s instructions

  • Learn how to shut off your water – know where your pipes are located in case of an emergency – you may be able to prevent damage

Exterior Safety Measures

  • Any over handing trees or trees near your house – make sure any dead branches are removed so they don’t cause any damage to your house or car

  • Keep gutters clear of leaves or other debris that could freeze – to help ensure melting snow has the proper drainage

Interior Safety Measures

  • Check your smoke detectors, fire alarms and carbon monoxide detectors, and replace batteries to ensure they are operating correctly

TOP THREE SAFETY MEASURES

  1. Make sure you have snow shovels and ice melting compounds on hand

  2. Keep all walkways and driveways are clear and properly taken care of

  3. Keep fuel for snow blowers and generators in approved safety containers and away from heat or flame producing devices. DO NOT STORE FUEL IN YOUR BASEMENT

Trick-or-Treat! The famous Halloween saying and American practice since the early 1900s. All the ghouls, ghosts and goblins will be roaming tonight.

Neighborhoods and streets will be filled with children in costumes ringing doorbells asking to have their bags filled with candy. Families have decorated their homes, yards, and basements for haunted houses waiting for trick-or-treaters to come by. The spirit of Halloween has spread!

With that being said, it can be a very scary night for some. In order for the night to not get scarier than it already is, please keep the following tips in mind from us and our friends from Travelers.

Dangers At Your Home

National Teen Driver Safety Week - October 17th, 2018

For newly licensed drivers, getting behind the wheel for the first time can be very exciting for teens, but very worrisome for parents. At Barrows Insurance Agency, we recognize that Massachusetts teen drivers are at risk and need extra care, support and guidance before getting behind the wheel.

National Teen Driver Safety week always falls in the third week of October and is an opportunity to raise awareness about the importance of teen driver safety initiatives. Congress established National Teen Driver Safety Week in 2007 after a series of tragic accidents involving Pennsylvania High School students. These tragedies occurred by inexperience and driver error due to the lack of awareness on distraction such as fatigue, speeding, cell phone usage and driving with multiple teen passengers.

In the Commonwealth of Massachusetts, young driver safety is at the top of list. There are some specific tips new drivers can take to stay safe when they get ready to turn that key and put their foot on the gas.

Some tips include:

  • Slow down- speeding is a major cause of teen driving deaths, and those in the Junior Operator License category can have their license suspended on their first offense.

  • ALWAYS WEAR YOUR SEATBELT- having a properly fastened seat belt can save a driver’s life (also a safety law in Mass.). According to the National Highway Traffic Safety Administration (NHTSA), 56% of teens who died in crashes in 2009 were NOT wearing their seat belt.

  • Don’t drive tired/feeling fatigued- trying to operate a vehicle with little sleep can also put your life at risk. According to the NHTSA, roughly 100,000 crashes each year are due to drowsy driving. This caused about 1,550 deaths.

  • Night restrictions- young drivers are prohibited from using their vehicles from midnight to 5 a.m., until they turn 18 years old.

  • Passenger limits- for the first 6 months of driving, operators under the age of 18 cannot drive with passengers who are also younger than 18 years old, unless, however it is a sibling.

  • Mobile device ban- drivers under 18 years old cannot use a cell phones and texting (THIS SHOULD APPLY TO ALL) while operating a vehicle for any reason other than informing authorities of an emergency, another Massachusetts safety law.

That feeling when you’re sitting in the drivers seat after you have finished your road test, waiting for your instructor to give you that piece of paper that says “Congratulations” is one feeling you will never forget. BUT, in order to hold on to that rewarding feeling, make sure you follow the rules of the road! Happy & Safe Driving!

  • Get a regular inspection to ensure that your electrical system is up to code. Annually, you should have your building inspected by the fire department — they complete these walkthrough inspections regularly, and will also check and recharge your fire extinguishers.   • Empower employees. Always have an employee on staff, such as a manager, who is expressly given the position of calling emergency services as soon as possible. Massachusetts Renters Insurance 101

But without Massachusetts renters insurance, an individual’s property could potentially be at risk. There are some things that renters should be aware of, both regarding their personal property and their rights. Here are a few highlights of what a renter should know.

  • Landlords can’t charge anything they want for security deposits. Most states have an upper limit on how much a landlord can charge, even if there are mitigating factors, such as a poor credit score.
  • Landlords have to make necessary repairs, such as heating and air conditioning repairs, and perform maintenance in a reasonable amount of time. If they do not, you may be able to make the repairs yourself and take out the amount of the repairs from your rent.
  • Before entering your home, a landlord has to give prior notice. This notice has to be reasonable: they need to notify you in 24 hours and give you a time parameter. They cannot tell you they will be entering “sometime in the next month” or anything equally vague.
  • Landlords have a duty to mitigate their damages. In other words, if you leave early in your lease, they can charge you for leaving early, but they cannot charge you the full amount of the entire term without making an honest effort to fill the space. If another tenant steps in, they cannot collect rent from you both.
  • You need to be provided your deposit back at least 30 days after you’ve moved out. If the deposit was consumed by repairs and other expenses, then the landlord will need to itemize these before the 30 days is out. In most states, the deposit cannot be used for rent that was owed.
  • Landlords cannot keep your property because you didn’t pay rent, and, in fact, that may be a case for your Massachusetts renters insurance policy. They are not allowed to throw out or damage your property until it has been legally abandoned.
  • Landlords cannot perform self help evictions, which are evictions that include changing the locks, turning off utilities, or otherwise forcing you out through unpleasantness. They also cannot evict you without a court order. Damages related to this may also fall under your Massachusetts renters insurance policy.
  • Landlords cannot retaliate against tenants by evicting them or ending their lease because the tenants have complained about or enforced their own personal rights.
  • A lease that has verbiage stating what is illegal is not necessarily a legally binding clause of the contract, as the local laws will trump the legality of the clause.  In such a situation, a tenant may be able to terminate the agreement, due to this.

Tenants need to know their rights, because landlords do. If you decide to rent, you should brush up on the Landlord-Tenant code in your area, in addition to getting a renters insurance policy that suits you and your property.

3. Save Digital Copies of Receipts

Receipts, appraisals, and other documentation should all be digitized so you can upload them to the cloud or to another document server. Digital copies are far less likely to get lost than paper copies, which can easily be damaged or stolen.

Testing a smoke alarm is important because a smoke alarm can malfunction at any time. Smoke alarms are actually fairly complex, they have different types of sensors. Some sensors detect smoke, whereas others detect chemicals. Some detect just fire and some detect carbon monoxide. Just because the smoke detector goes off occasionally if you burn something while baking, it may not go off during an actual fire. It may not be able to detect “smoldering flame,” even if it can detect smoke — and smoke doesn’t always happen until it’s too late.

The Process of Testing Smoke Alarms

Testing smoke alarm is really very easy. A smoke alarm will have a button on it that says “test.” Press the button, and the smoke alarm should go off. Don’t worry, the alarm is just going to go off for a few seconds before it stops.

That means your smoke alarm is active. But it doesn’t necessarily mean that it’s safe. Your smoke alarm will start periodically beeping if it needs to have a battery replaced, which is how you can know that it is low power. But none of this tells you whether the sensors are correct. For that, you simply need to make sure your smoke alarms are current and use new sensor technologies.

How Can You Reduce Your Risk?

What if your battery dies when you aren’t around to hear it? If you’re going on a vacation, you might not even notice. You can reduce your risk by replacing your batteries on a regular basis, such as every six months. And you can further reduce your potential risks by getting a wired smoke alarm.

Most smoke alarms should be replaced after about ten years. After ten years, you may not know whether it has the best sensor technology, or whether its sensors may have potentially malfunctioned. Many new smoke alarms have multiple types of advanced sensors, such as ionization and photoelectric. Ideally you will want a smoke alarm that has every type of sensor available.

In addition to reducing your individual risk, you should also consider the placement of your smoke alarms and the number of smoke alarms you should have. You should ideally have a smoke alarm every floor of your home, especially in halls, bedrooms, and kitchens. The more smoke alarms you have, the better protected you are.

You can also consider advantageous upgrades such as smart systems, which can alert you wherever you are and therefore mitigate your risks.

8 Ways to Prepare Your Home for Winter Weather

1. Check Drafts Around Outlets

Outlets, panel covers, and other inset wall fixtures can sometimes be drafty. Cold air can circulate inside of your walls and end up coming out of these areas, ruining the effectiveness of your insulation. Take a caulking gun and seal the areas around your outlets.

2. Replace Your Weather Stripping

Weather stripping isn’t meant to last forever. In fact, most weather stripping is going to have to be replaced every few years. Take out your old weather stripping around your doors and replace it with brand new, energy efficient weather stripping. Consider also checking for gaps beneath doors that could impact your insulation.

3. Caulk Any Holes in Walls

Walk around the exterior of your home and see if there are any holes that need to be caulked. Like weather stripping, caulk does eventually wear down and wear away. Caulking is frequently going to appear around outside pipes, windows, and so forth — and you may see that it has degraded. Use exterior caulk in these areas. 4. Close Up Your Chimney

If you have a chimney, remember to get it cleaned out (for safety) and then keep it shut when it’s not in  use. 5. Get Your Furnace Checked

It’s a good idea to get your furnace checked every year to make sure it’s still safe and functioning. Furnaces generally last anywhere from 15 to 25 years, so if your furnace is getting older, you may also want to think about replacement.
